Westcott preload collar kit vs Rough Country 2 inch lift?

New to the off road game but not to modifying cars. Can someone help explain the difference between the 2 kit styles one seems to go on top of the shocks while the other is on the bottom. I have an TRD off Road Premium arriving in a month and want to have some mods ready to go.

Rough Country Tacoma leveling kit

Since the Tacoma seems to have the same setup I was looking at it for a rough estimate on pricing. They don't officially offer a 4runner kit yet.
