2W, 4HI, 4Lo when I can use

Bought my TRD Pro in May. This is my first 4 runner with 2W 4HI and 4LO.
I have a question regarding using this system.
Can I use the 4HI when its raining on the roads?

How often should I ingage the 4 wheel to lubricate the system.

The system isn’t meant to be engaged full time like AWD and 4WD won’t really help all that much in the rain. That’s where good tires, tire tread depth, and speed (hydroplaning) are primary factors. That said, there’s a good post on here that addresses most of your questions:
